    Reparametrization of the least favorable submodel in semi-parametric multisample models

    The method of estimation in Scott and Wild (Biometrika 84 (1997) 57--71 and J. Statist. Plann. Inference 96 (2001) 3--27) uses a reparametrization of the profile likelihood that often reduces the computation times dramatically. Showing the efficiency of estimators for this method has been a challenging problem.     The scalar politics of economic planning

    Across England, modes of governing larger-than-local development strategies are undergoing far-reaching change. In particular, the new government of 2010 has a political and financial mission of rescaling and simplifying sub-national economic planning. Alongside the revocation of myriad and sometimes unpopular regional strategies, their supportive institutional structures are being rapidly disbanded, opening up a strategic leadership gap or fissure between national and local scales of policy. Analysing the theory and processes of spatial rescaling, including the emergence of new geographies of governance at the sub-regional scale, the paper draws attention to some of the key opportunities and dilemmas arising from these ‘scalar shifts’. The economic planning roles of the new, cross-boundary entrepreneurial governance entities – Local Enterprise Partnerships – are explored. A key question is whether these public-private arrangements, across what were intended as ‘functional’ economic areas, present a pragmatic way of resolving the strategic tensions between local authority areas that would otherwise be neglected in a post-regional era. The research is based on national monitoring of policy shifts and draws upon participatory observation as an instrument to enrich more formal policy narratives. The paper finds these new bodies lack powers and funding, and concludes that state-led rescaling in effect provides a new ‘cover’ for some old politics; namely neoliberalism including the deepening of entrepreneurial forms of governance.     Designing novel applications inspired by emerging media technologies

    The field of Human-Computer Interaction provides a number of useful tools and methods for obtaining information on end-users and their usage context to inform the design of computer systems, yet relatively little is known on how to go about designing for a completely novel application where there is no user base, no existing practice of use available at the start. The success of the currently available HCI methodology that focuses on understanding users’ needs and establishing requirements is well-deserved in making computing applications usable in terms of fitting them to end-users’ usage contexts. However, too much emphasis on identifying user needs tends to stifle other more exploratory design activities where new types of applications are invented in order to discover or create new activities currently not practiced. In this paper, we argue that a great starting point of novel application design is not the problem space (trying to rigorously define the user requirements) but the solution space (trying to leverage emerging computational technologies and growing design knowledge for various interaction platforms), and we build a foundation for a pragmatic design methodology supported by the authors’ extensive experience in designing novel applications inspired by emerging media technologies

    Searching the Físchlár-NEWS archive on a mobile device

    The Físchlár-NEWS system provides web-based access to an archive of digitally recorded TV News broadcasts over several months, and has been operational for over a year. Users can browse keyframes, search teletext and have streamed video playback of segments of news broadcasts to their desktops. This paper reports on the development of mFíschlár-NEWS, a version of Físchlár-NEWS which operates on a mobile PDA over a wireless LAN connection. In the design and development of mFíschlár-NEWS we have realised that mobile access to a digital library of video materials is more than just the desktop system on a smaller screen, and the functionality and role that information retrieval techniques play in the mFíschlár-NEWS system are very different to what is present in the desktop system. The paper describes the design, interface, functionality and operational status of this mobile access to a video library

    Establishing the design knowledge for emerging interaction platforms

    While awaiting a variety of innovative interactive products and services to appear in the market in the near future such as interactive tabletops, interactive TVs, public multi-touch walls, and other embedded appliances, this paper calls for preparation for the arrival of such interactive platforms based on their interactivity. We advocate studying, understanding and establishing the foundation for interaction characteristics and affordances and design implications for these platforms which we know will soon emerge and penetrate our everyday lives. We review some of the archetypal interaction platform categories of the future and highlight the current status of the design knowledge-base accumulated to date and the current rate of growth for each of these. We use example designs illustrating design issues and considerations based on the authors’ 12-year experience in pioneering novel applications in various forms and styles

    Interaction platform-orientated perspective in designing novel applications

    The lack of HCI offerings in the invention of novel software applications and the bias of design knowledge towards desktop GUI make it difficult for us to design for novel scenarios and applications that leverage emerging computational technologies. These include new media platforms such as mobiles, interactive TV, tabletops and large multi-touch walls on which many of our future applications will operate. We argue that novel application design should come not from user-centred requirements engineering as in developing a conventional application, but from understanding the interaction characteristics of the new platforms. Ensuring general usability for a particular interaction platform without rigorously specifying envisaged usage contexts helps us to design an artifact that does not restrict the possible application contexts and yet is usable enough to help brainstorm its more exact place for future exploitation

    The spatially homogeneous relativistic Boltzmann equation with a hard potential

    In this paper, we study spatially homogeneous solutions of the Boltzmann equation in special relativity and in Robertson-Walker spacetimes. We obtain an analogue of the Povzner inequality in the relativistic case and use it to prove global existence theorems. We show that global solutions exist for a certain class of collision cross sections of the hard potential type in Minkowski space and in spatially flat Robertson-Walker spacetimes.Comment: 21 page

    What's in a name and when does it matter? The hot and cold market impacts on underpricing of certification, reputation and conflicts of interest in venture capital backed Korean IPOs

    This article analyses the impact of the participation of venture capital (VC) firms on underpricing in 372 businesses brought to IPO during the period 1999-2001 in KOSDAQ. Korea's second-tier stock market, KOSDAQ, has grown dramatically since 1999 and about half of the firms listed in KOSDAQ during this period were VC-backed, thus providing a good testing ground for empirical analysis. We measure VC participation in terms of pre IPO share-ownership by VC firms and attempt to differentiate IPO impacts between VCs grouped in terms of their reputation (measured by their dominance of the VC market, and by their affiliation in terms of ownership by banks and security companies). In estimating impacts we control for a wide range of variables which may affect the extent of underpricing. These include uncertainty inducing factors such as the age, size, profitability, leverage, and technical riskiness (measured by sector and R&D intensity) of the firm brought to IPO. We also control for market conditions using proxies for hot and cold market effects based on the numbers of contemporaneous IPOs, underpricing trends and market price movements. Finally in addition to allowing for the impact of underwriting quality we control for share overhang and price revision effects. We find that, controlling for other relevant factors, pre-IPO ownership by VCs has an insignificantly negative impact on underpricing in both hot and cold markets. However in cold markets reputational effects within the VC group do matter. In those conditions the top 3 VCs and those owned by or affiliated with banks are significantly associated with lower underpricing. The same is true for the quality of underwriting.     User evaluation outside the lab: the trial of Físchlár-News

    A user study of Físchlár-News system was conducted in Spring 2004 with 16 users, each user using the system for a 1-month period. Físchlár-News is an experimental online news archive that incorporates various automatic content-based video indexing techniques and a news story recommender algorithm to process and index the daily 9 o’clock broadcast news from TV and allows its users to browse, search, be recommended, and play news stories on a conventional web browser. Pre and post-trial questionnaires, interaction logging and incident diary methods collected both qualitative and quantitative usage data during the trial period. While the details of the findings from this evaluation is reported elsewhere, in this paper we report the details of the methodology taken and our experience of conducting this evaluation
